Rule 3
Duties and Powers of the Central Child Welfare Committee
: In addition to the duties and powers mentioned in the Act, the other duties and powers of the Central Child Welfare Committee shall be as follows:
(a) Based on the guidance provided by the child welfare agencies established by the Government of Nepal, long-term national policies and plans related to the protection of children's rights and interests and physical and mental development shall be formulated and submitted to the Government of Nepal and the policies and plans approved by the Government of Nepal shall be implemented through relevant ministries or agencies. (G) To provide encouragement and support to any person or organization to establish Child Welfare Home Orphanage and Mental Health Center in different districts by taking the recommendation of the District Child Welfare Committee as required.
(h) In each district, separate data on children who are in prison, homeless or working as laborers and children with disabilities and mental retardation will be collected and recorded in each district child welfare committee and national records will be prepared.
(j) To find necessary measures to end the practice of child labor and child marriage and offering children in the name of gods and goddesses and to encourage and support related governmental and non-governmental organizations to adopt those measures.
